Community-based policing is simple, direct, and clear. It is the practical and efficient application of all our resources for the betterment of the community. It is not designed to re-invent the wheel, but is a reaffirmation of the foundation of good police work. Maximum impact and effectiveness will be obtained only by this mutual cooperation of law enforcement, local government, and the citizens in the community. Using the SARA (Scan, Analyze, Respond, Assess) model – officers are able to identify and then work on improving problems within their patrol jurisdictions. The C.O.P.P.S. philosophy:

Promotes and requires partnerships and two-way interaction with the community

Is proactive, not reactive

Encourages problem solving as a tactic

Attacks the cause, not the symptoms of crime and disorder

Stresses community participation and empowerment

Gives police officers the opportunity to be valued for their worth, not their rank

Expands the role for line officers to be problem solvers

Flattens the chain of command within the police structure and city government for more accountability.
