Beginning on March 31, 2008, the Southern California High Tech Task Force, a partnership of local law enforcement agencies to include the Ventura County Sheriff's Department and the Ventura County District Attorney's Office, responded to an investigation of child pornography at the City of Camarillo Public Library.
Richard Ballard was arrested and booked for possession of child pornography at the Pre-Trial Detention Facility in Ventura. His bail was set at $50,000.00.
