Narrative:

The Ventura County Law Enforcement Crisis Intervention Team (CIT) is pleased to announce the first ever 'CIT Officer of the Year' recipient.

 

The first ever CIT Officer of the year award was presented to Officer James Espinoza of the Ventura Police Department.  James attended the CIT Academy in 2009, is a current CIT Academy Trainer, and is a 10 year veteran of Law Enforcement.  James currently works as a detective in the Ventura Police Department's Major Crimes Unit and is also a SWAT Crisis Negotiation member.

 

James was selected by a panel that included a Behavioral Health member, a member from the National Alliance on Mental Illness (NAMI), and two different Law Enforcement agencies in Ventura County.

 

The names of the nominees for this year's award are as follows:  Officer James Espinoza (Ventura PD), Officer's Terry Dobrosky and Michael Wood (Oxnard PD),  Officer Walter Harper (Santa Paula PD), Officer Ronald Davis (Port Hueneme PD), Officer Christopher Herbst (Simi Valley PD), Officer Arnie Camp (California State University Channel Islands PD), Deputy Greg Lindsay (VCSO-Ojai PD), Deputy Ismael Rubalcava (VCSO-Fillmore PD), Deputy Robert Rawston (VCSO-Camarillo PD), Deputy Juan Olmos (VCSO-Headquarters), Deputy Michael Melucci (VCSO-Moorpark PD), and Deputy John Chiaramonte (VCSO-Thousand Oaks PD).

 

Dispatchers that had a significant role in the CIT program were also honored at this year's event. The role of the dispatcher is vital in a CIT event and critical to the officer in the field, as well as the mental health consumer involved. Dispatcher's that received special recognition are as follows: Dispatcher Christina Higgins (Simi Valley PD), Dispatcher Karen Komorowski (VCSO), and Dispatcher Malea Munger (Ventura PD).
