In June of 2014, investigators from the Ventura County Interagency Pharmaceutical Crimes Unit learned a prescription pad had been stolen from the office of a Ventura physician.  The information initially came from an astute pharmacist in Oxnard who determined Ryan Doming was attempting to pass a forged prescription from that stolen pad. Detectives followed up on the information and learned that Ryan's brother Cody, and their friends Jessica Davis and Michael Vasquez, were also involved in attempting to pass forged prescriptions for Alprazolam (Xanax) and Hydrocodone (Norco) from that same pad. Ryan and Cody Doming were arrested for multiple counts of commercial burglary and prescription fraud. Davis, who learned of the ongoing investigation, fled the area and a warrant was issued for her arrest. It is believed she has returned to the area, and is living in Oxnard. Detectives were unable to locate Vasquez until October of this year.

Investigators learned Vasquez was staying at a residence in the 8200 block of Tiara Street, Ventura.  Detectives received information that this residence was a location known for the use and sale of drugs. Detectives saw Vasquez and another subject named Andrew Manning selling methamphetamine and marijuana, in the area, on multiple occasions.

Based on the information received in the investigation, a search warrant was served at the Tiara Street address in the early morning hours of October 10, 2014.  Michael Vasquez and Andrew Manning were located in the residence and were arrested for sales of methamphetamine and marijuana. Vasquez was also arrested for commercial burglary and prescription fraud from the June investigation. Elizabeth Meeks and Angel Navarette were found to be sleeping on the couch at the location. They were both arrested for possession for sales of methamphetamine and under the influence of methamphetamine. Valerie Delatorre was also located in the residence and arrested for being under the influence of methamphetamine.

The homeowners, Paula and Rock Nelson, were not at the location during the service of the search warrant. Investigators contacted their two teenage children, however, who were ultimately taken into protective custody by the Child Protective Services Division of the Ventura County Human Services Agency.

Investigators found methamphetamine and marijuana possessed for sale in numerous locations throughout the residence.  Syringes loaded with suspected methamphetamine were also found in the residence.

Paula and Rock Nelson were located later in the day and arrested for maintaining a place where drugs were being sold, felony child endangerment, and under the influence of methamphetamine.

Angel Navarette is currently in custody with a bail set at $100,000.

Andrew Manning is currently in custody with a bail set at $60,000.

Elizabeth Meeks is currently in custody with a bail set at $60,000.

Valerie Delatorre is currently in custody with a bail set at $20,000.

Jessica Davis is wanted for a felony warrant.

Ryan and Cody Doming are currently out of custody and have pending court dates.

The Ventura Police Department and Ventura County Sheriff's Office East County Narcotics Street Team assisted in the investigation.
