During the last several years, investigators from the Ventura County Sheriff's Office and Oxnard Police Department have conducted numerous investigations involving criminal activity by the Mexican Mafia.  Many of the investigations involved the Sinaloa Cartel importing heroin into our communities through the Mexican Mafia and into the hands of local gang members.  In Ventura County alone, Heroin and other opioids accounts for dozens of unintentional overdose deaths each year.       


In April of 2015, investigators developed intelligence that Mexican Mafia associate Martin Torres was selling heroin, firearms and ammunition to local gang members in the City of Oxnard.    During the investigation, investigators found that Santos Ruiz and Joey Martinez were importing large amounts of narcotics from an unknown source in Mexico.  Ruiz and Martinez were in turn selling the narcotics to Martin Torres.  Investigators also developed substantial evidence that Torres was obtaining ammunition from an employee at a local gun store.  Torres was then selling the ammunition as well as firearms and narcotics to local gang members.


During the one month investigation, investigators served several search warrants and seized over a pound of heroin, 12 pounds of methamphetamine, $33,000 in cash, and 10 firearms, which included three Tec 9 assault weapons.


On June 5, 2015, investigators arrested and booked Torres for a variety of charges including possession for sale of methamphetamine and possession of an assault rifle.  His bail was set at 1 million dollars and he has remained in custody. 


On January 5, 2016, a jury convicted Torres of possession for sale of a controlled substance, possession of a controlled substance while in possession of a firearm, 2 counts of possession of an assault rifle and possession of a large capacity firearm.  He is scheduled to be sentenced on February 3, 2016.         


Santos Ruiz and Joey Martinez remain out on bail awaiting trial.
