Narrative:

On 7/21/2016, investigators with the Sheriff's East County Narcotics Team arrested Kevin Noriega, age 23, for violations related to an incident where a male juvenile overdosed on heroin purchased from Noriega. Noriega was arrested at the Todd Road Jail facility where he was in custody on a separate criminal case related to this investigation.

 

On 5/31/2016, deputies with the Thousand Oaks Police Department responded to a call of an overdose victim in the 200 block of Mariposa Drive. Deputies, county fire and paramedics arrived at the location and discovered a 16-year-old male who had overdosed on heroin.

 

Paramedics evaluated the victim and determined he was unconscious, unresponsive, had labored breathing and his condition was rapidly declining. Paramedics administered medication to counter the effects of the heroin, which helped stabilize him. Based on the circumstances and the victim's condition at the time, paramedics felt the victim's overdose would have resulted in death without their intervention.  The victim was transported to Los Robles Medical Center for further medical treatment. He was admitted to the hospital for several days and eventually released.

 

Investigators with the Sheriff's East County Narcotics Team conducted an investigation into the circumstances surrounding the overdose.  After a lengthy investigation which included numerous interviews and the collection of several pieces of evidence, investigators identified Kevin Noriega as the person who sold the victim heroin just before the overdose.

 

Investigators spent several days trying to locate Noriega. On 6/3/2016, investigators conducted surveillance on Noriega's residence in the 500 block of Lynnwood Street in the city of Thousand Oaks. During the surveillance, they saw Noriega leave his house and meet with a second subject in the street.  They contacted both subjects and determined the second male was a 17-year-old juvenile who had just purchased an amount of heroin from Noriega.  Investigators seized the heroin and the money used for purchase.   .

 

Investigators searched Noriega's residence and located several grams of heroin, prescription medications, and packaging material used to package the heroin for sale.

 

Noriega was arrested for furnishing a controlled substance to a minor, two counts of possession of a controlled substance for sale, and possession of brass knuckles. He was booked at the Ventura County Pre-Trial Detention Facility

 

The juvenile was released to his parents.

 

Over the next several weeks, investigators worked on completing the overdose investigation. Investigators worked with the Sheriff's Crime Lab to have the evidence processed and with the Ventura County District Attorney's Office regarding the filing of the case against Noriega.

 

On 7/21/2016, Noriega was charged and booked for, furnishing a controlled substance to a minor, inflicting great bodily injury while committing a felony, and child endangerment. He is scheduled to appear in the Ventura County Superior Court on 7/25/2016.
