Narrative:

On November 24, 2016, at about 3 a.m., Deputies from the Thousand Oaks Police Department responded to the 2100 block of Scenicpark Drive, Thousand Oaks, for a report of a heroin overdose.  Detectives from the Thousand Oaks Police Department, investigators from the Sheriff's Office West County Major Crimes, and the Ventura County Interagency Pharmaceutical Crimes Unit responded to the scene and learned Robert Haupt had been taken by ambulance to a local hospital.  Haupt died several days later from complications related to the probable drug overdose.  Sheriff's Office Narcotics and Major Crimes Detectives began an investigation into Haupt's death.  In a coordinated effort with Thousand Oaks Police Department, Moorpark Police Department, and Officers from the Simi Valley Police Department, numerous interviews were conducted and arrests were made of individuals who were associated with Haupt and / or involved in selling him drugs. 

On November 30, 2016, Detectives saw Christopher Montgomery with Christina Doherty and Cassidy Parnell in Thousand Oaks.  Doherty and Parnell met with Montgomery briefly before leaving the area in Parnell's vehicle.  Montgomery was contacted during a traffic enforcement stop with Jessica and John Alt.   Montgomery, Jessica Alt, and John Alt were believed to be under the influence of a controlled substance and arrested.  During a search of the vehicle, approximately 15 grams of methamphetamine and controlled prescription medications were located.  After further investigation, Jessica Alt was arrested for possession for sales of methamphetamine and prescription medication.  John Alt was also arrested for possession for sales of methamphetamine.

 

Later that day, Deputies from the Thousand Oaks Police Department contacted Pierre Chable and arrested him for an outstanding warrant.  Additionally, Chable was found to be in possession of drugs, under the influence of a controlled substance, and he provided false information to a police officer. Chable was arrested.  Stephen Canfield was contacted with Chable and also arrested for an outstanding warrant, being under the influence of a controlled substance, and possession of drug paraphernalia.

 

The following day, December 1, 2016, Deputies from the Thousand Oaks Police Department contacted Cassidy Parnell during a call for service. During the contact, Deputies located various narcotics and arrested Parnell for being under the influence of a controlled substance, possession for sale of methamphetamine, and possession of heroin, prescription medication, and drug paraphernalia. 

 

Also, on December 1, 2016, Christina Doherty and Alex Goodro were contacted by Patrol Deputies and arrested for being under the influence of a controlled substance.

 

On December 2, 2016, Frank Ceja and Matthew Baake were seen leaving a residence in the 300 block of Royal Ave, Simi Valley.  Detectives followed Ceja and Baake to several locations in Simi Valley including a gas station off Erringer Road where they stopped to use the restroom for several minutes.  Officers from the Simi Valley Police Department contacted the subjects during a traffic enforcement stop after Ceja and Baake left the gas station.  They were arrested for being under the influence of a controlled substance.  The investigation revealed they stopped at the gas station to smoke heroin. 

 

Later that evening of December 2, 2016, Detectives learned of an individual who was at a local hospital after suffering a non-fatal heroin overdose.  Investigators followed up with the overdose and learned that subject was associated with the residents of the house in the 300 block of Royal Ave, Simi Valley.

 

Through these two overdoses, ten arrests, and several additional interviews and investigative leads, Detectives determined that Haupt had obtained heroin from the residence in the 300 block of Royal Ave, Simi Valley.  Detectives wrote and served a search warrant at that address on December 16, 2016.  Paul Markas, Taylor Roberts, and Gary Markas were at the residence at the time of service.  All three were believed to be under the influence of a controlled substance and arrested.  Additionally, Paul Markas and Taylor Roberts were found to be in possession of heroin for sale.  After searching the residence and conducting additional interviews, Paul Markas and Taylor Roberts were arrested for conspiracy to provide Heroin to Robert Haupt on November 23, 2016, which was believed to be responsible for his death.  They were additionally arrested for maintaining a place where drugs were used and / or sold.  Their residence was also believed to be used for fencing stolen property. 

 

This investigation is still ongoing and all individuals have future court dates pending.
