Information of a conspiracy to send narcotics into the Todd Road Jail through the United States mail led to the arrest of Jaime Hughlett and Nicholas Olson for narcotic and conspiracy related charges.  A warrant has been issued for Jeffrey VanBeveren. 


During this investigation, deputies assigned to the Todd Road Jail Classification Unit received information that Jeffrey VanBeveren was receiving mail from an unknown suspect that contained the prescription drug Suboxone.  Suboxone is a controlled substance with a high potential for abuse.  The Classification Unit initiated an investigation which led to the interception and seizure of many letters addressed to Jeffrey VanBeveren and Nicholas Olson which contained Suboxone strips.  A further investigation revealed that Vanbeveren and Olson conspired with Hughlett to send uninvolved inmates Suboxone into the jail by way of U.S. mail.  That mail was intercepted by diligent mail room staff. 


On 3/10/17, Hughlett was arrested near her residence in Santa Clarita, CA.  An amount of Suboxone, methamphetamine, and heroin were located on her person and in her belongings.  Ventura County Sheriff's Narcotics detectives served a search warrant at her residence and located additional evidence of packaging, scales, and narcotics paraphernalia.  The Office of the District Attorney has filed one count of PC 4573-Bringing drugs into a jail, one count of HS 11377(a)-Possession of a controlled substance, and one count of HS 11350(a)-Possession of a controlled substance. 


Narcotics detectives also located an AR-15 style rifle, belonging to Zachariah Jones, with no serial number and a number of features that made it non-compliant with California law.  The rifle was seized and is pending examination by the Ventura County Sheriff's Office prior to the filing of criminal charges. 


On 3/10/17, Olson was still in custody at the Todd Road Jail.  He received a supplemental booking and the Office of the District Attorney filed one count of PC 182(a)(1)-Conspiracy to commit a crime against him.


VanBeveren is currently in the custody of the Los Angeles County Sheriff's Department.  The Todd Road Jail Classification Unit obtained a warrant for his arrest for PC 4573-Bringing drugs into a jail and PC 182(a)(1)-Conspiracy to commit a crime.  He will be extradited at a later date.


The safety and security of inmates and staff at the Ventura County Sheriff's Office Jails are a priority.  The introduction of narcotics into the jail directly affects the safety of all inmates and staff members, and it will be investigated to the fullest.
