Narrative:

During January 2018, the Sheriff's Deputies were dispatched to a non-fatal Alprazolam (Xanax)

overdose in the City of Camarillo. The overdose victim was transported to Pleasant Valley

Hospital for medical treatment. The victim survived the overdose.

A thorough investigation was initiated by the patrol deputy and the Pharmaceutical Crimes Unit

was called to assist. The investigators were able to identify Matthew Moreno from the City of

Port Hueneme as the suspect who sold the Alprazolam to the overdose victim.

On January 23

of the California Health and Safety Code ' sales of a controlled substance and an unrelated

misdemeanor warrant for his arrest. Moreno was interviewed and booked into custody at the

Ventura County Pre-Trial Detention Facility.

In February 2018, this case was forwarded to the District Attorney's office for review. The District

Attorney's office elected to file 1 count of felony count of sales of a controlled substance Against

Moreno.

The Ventura County Interagency Pharmaceutical Crimes Unit is a task force made up of

members from the Ventura County Sheriff's Office, Thousand Oaks Police Department, the

California Highway Patrol, the Ventura Police Department, the Simi Valley Police Department, the

Drug Enforcement Administration, and the Health Quality Investigation Unit of the California

Division of Investigation. The primary mission of the task force is combatting the transfer of legal

prescription medication to the illegal market. In addition, the task force works to identify and stop

new trends of abuse among the younger population and investigates overdoses due to both

prescription medication and illicit drug use.
