A 14 year old girl said she was walking in the area when she was confronted by an unknown adult male, possibly a transient.  The juvenile was able to flee the area and was uninjured. 




The Thousand Oaks Police Bike Team located a suspect in the child annoying incident that occurred earlier today in Newbury Park.  He was located not far from where the incident had taken place.  The suspect, John Ruggles, a transient from Newbury Park was positively identified by the victim and subsequently arrested. During follow- up interviews, Ruggles admitted to having seen the victim and speaking with her this morning.  Ruggles was booked at the Ventura County Main Jail on Child Annoying charges.
