Oxnard - Armed Felon in Stolen Vehicle Arrested After Physical Struggle With Deputy

Galen Scott Koen
On 05/13/2014, a deputy with the Sheriff's Gang Unit contacted Galen Scott Koen, a known gang member, in the unincorporated community of El Rio.
When the deputy spotted Koen, he was seated in the driver's seat of a vehicle parked along a dirt shoulder located in the 1100 block of Collins Street. The deputy knew Galen had an outstanding felony warrant for his arrest. During the initial contact, Koen fought with the deputy, retrieved a loaded firearm from his waistband, dropped the gun during a struggle with the deputy, and fled the scene on foot. Multiple deputies responded to the area including a Sheriff's helicopter, and a K-9 unit. A perimeter was immediately established and after a well-coordinated search, Koen was located by the K-9 and arrested.
While Koen was at-large, Rio Real School, Rio Plaza School, and Rio Del Valle School were placed on temporary lock down as a precaution. Sheriff's officials coordinated with the school district to ensure all students and staff were safe during the search for Koen. The schools were released from lockdown after about 20 minutes.
Further investigation determined Koen was in a vehicle previously reported stolen out of the City of Oxnard. Heroin and drug paraphernalia were found during a search of the stolen vehicle.
Koen was arrested for resisting arrest, felon in possession of firearm, felon in possession of ammunition, driver carrying a concealed firearm, possessing a firearm with an obliterated serial number, possession of a controlled substance while armed, possession of a controlled substance, and, as well as the felony warrant.
Koen was booked into the Ventura County Sheriff's Main Jail in lieu of $500,000 bail.
