On June 11, 2014, at approximately 5:30 AM, the Thousand Oaks Police Department arrested a male juvenile for attempted murder after he shot at a witness who interrupted a theft from a vehicle at the Biltmore Apartments parking lot in the City of Thousand Oaks.
The Thousand Oaks Police Department responded to the original call for service and learned that two suspects were in the parking lot looking into car windows when the witness observed them. The suspects ran from the area and one of them shot at the witness when he realized he was being followed. The other suspect continued running in another direction and was caught by deputies responding to the scene.
A perimeter around the complex was established and a search was initiated with the assistance of Sheriff canines and the helicopter. The second suspect was not immediately located.
An investigation was started which led detectives to an address in the City of Oxnard and the arrest of two additional people. One was a male juvenile who was later identified as the shooter and the second was an adult woman named Jessica Soto who was an accessory to the crime. The Oxnard residence was searched and a firearm matching the caliber used in the shooting was located.
Soto and Meza were both booked at the Main Jail. Meza was booked for conspiracy charges with his bail set at $45,000 dollars and Soto was booked for being an accessory to the crime with her bail set at $10,000 dollars. Both have a scheduled court date of June 13, 2014 for their arraignment in Superior Court. The male juvenile was lodged in Juvenile Hall.
